Today when I called, the Bank of America supervisor told me that the reason I was charged $5 per transaction by BofA for using Deutsche Bank was because I had used Deutsche Bank's ATMs outside of their agreed region - which is Germany. So, if I went to Germany and used Deutche Bank's ATMs, I would not have been charged the $5/transaction from BofA.
